Ethanol costs more than the oil it replaces
The intuition is obvious. Ethanol is grown here; oil is shipped in. So a fuel that is one-fifth ethanol ought to be cheaper. The intuition is wrong, and the government does not dispute it.
A barrel of Brent crude sells for about $76. A barrel holds 159 litres. The rupee is at ₹95.40. Divide it out and crude oil costs India ₹45.60 a litre.
The Cabinet buys maize ethanol from distilleries at ₹71.86 a litre, before GST, transport, storage and depot handling — which together push the delivered cost past ₹77.
The ethanol going into your tank therefore costs roughly ₹26 a litre more than the crude oil it displaces. This is not a leak or an allegation. In an FAQ published on 10 July 2026, the Ministry of Petroleum and Natural Gas stated that with crude near $70 a barrel, E20 is costlier to produce than pure petrol, and that the economics only reverse if crude climbs to $120–130.
Converted into rupees, that threshold becomes very easy to remember.

The last two rows are the whole argument. The government says E20 breaks even when crude reaches ₹72–78 a litre. Ethanol already costs ₹71.86 a litre. The break-even point, in other words, is the day crude becomes as expensive as ethanol. Crude is currently at 63% of that price.

E20 petrol in Delhi costs ₹102.12 a litre. It sat at ₹94.72 for nearly two years, then rose ₹7.40 in May 2026 when the West Asia crisis pushed crude past $120.
On 27 March 2026, as crude spiked, the government cut central excise by ₹10 a litre and took it to zero on diesel. Pump prices did not fall. Oil marketing companies were absorbing losses of around ₹48.80 a litre and used the relief to plug that hole instead. It is worth remembering the next time a duty cut is announced: the cut is real, but the relief may not reach the pump.

₹71.86 is not the true cost of Indian ethanol. It is the visible cost.
Grain now supplies roughly two-thirds of the programme. To feed it, the government sells surplus Food Corporation of India rice to distilleries at ₹2,320 a quintal — ₹23.20 a kg — until October 2026, rising to ₹2,390 after that. The FCI’s own economic cost of that rice, once procurement, storage, subsidised power and fertiliser are counted, is about ₹4,100 a quintal, or ₹41 a kg.
The gap is a transfer of roughly ₹18 a kilogram from the exchequer to grain distilleries. It does not show up in the ethanol price, at the pump, or in the foreign-exchange savings figure. It shows up in the fiscal deficit.
The agricultural economist Ashok Gulati has called this the most irrational policy the government runs, noting that no other country puts rice into its fuel tank. Supporters point out that FCI stocks sit at roughly three times the buffer norm, and that grain which would otherwise rot is better burnt than wasted. Both positions have merit. Neither changes the underlying fact: the real cost of a litre of E20 is higher than any published number.

Ethanol carries less energy per litre than petrol. On that, everyone agrees. On how much mileage you actually lose, nobody does — and the distance between the laboratory and the road has become the loudest argument in Indian motoring.
ARAI, the government’s testing agency, ran cars aged three to ten years on rollers in temperature-controlled chambers and measured a drop of 2–6%. It also ran 40,000 km durability trials on cars and 20,000 km on two-wheelers and found no engine failures. The Petroleum Ministry concedes 3–5%. Carmakers say 3–3.5%; Maruti’s own illustration is a car doing 20 km/l losing about 0.6 km/l.
Owners tell a different story. In LocalCircles surveys of people who bought petrol vehicles in 2022 or earlier, the share reporting a mileage loss above 10% rose from 45% in May 2026 to 66% in June. Independent road tests on older cars have put the loss at 8–12%. Around 80% of vehicles sold in the last fifteen years — roughly 300 million on Indian roads — were never engineered for E20.

Converted into money, the effect is simple. Cost per kilometre is price divided by mileage. A 10% fall in mileage raises cost per kilometre by 11.1%, which is arithmetically identical to petrol costing ₹113.50 a litre.

The mechanism almost nobody names 0% down, ever
Ethanol prices are a ratchet: up, or flat. Never down.
The most common suspicion runs like this: if crude spikes, private ethanol producers will simply raise their prices too, and the consumer will get nothing.
That particular suspicion is misplaced, and it matters to say why. Ethanol in India is not sold at a market price. It is an administered price, fixed by the Cabinet Committee on Economic Affairs. A distillery cannot look at $120 crude and demand ₹90 a litre.
If anything, the evidence runs the other way. B-heavy molasses ethanol has been stuck at ₹60.73, and sugarcane-juice ethanol at ₹65.61, since 2022–23 — four years without an increase — while the fair and remunerative price of sugarcane rose 16.5%, from ₹305 to ₹355 a quintal. ISMA, the sugar industry body, says it now costs about ₹66.09 to make a litre of B-heavy ethanol that oil companies buy for ₹60.73, a loss of more than ₹5 a litre. By the government’s own pricing formula, ISMA argues, the rate should be ₹70.65. It isn’t. And for 2025–26, oil companies needed 1,050 crore litres and received offers for 1,776 crore. Excess capacity does not price-gouge.
So the hedge works. Between December 2025 and April 2026, crude in rupees went from ₹35.20 to ₹72.50 a litre, up 106% in four months. Ethanol moved 0%. That is exactly what an energy-security hedge is supposed to do.
Crude comes back down. Ethanol does not. Crude has already fallen from ₹72.50 in April to ₹45.60 today, a 37% drop in ten weeks. Over the same weeks the ethanol price fell by nothing at all, because it has never been cut. Not once.
This is the real cost of the programme, and it has nothing to do with corporate opportunism. It is structural. The consumer pays an insurance premium on 20% of every litre, every year. The policy pays out roughly once every five years. And the premium only ever rises.

A ₹1 lakh crore constituency now exists
There is a version of the vested-interest worry that is entirely correct. It works through policy rather than pricing.
Roughly ₹1 lakh crore a year of investment has gone into ethanol distilleries, much of it financed by public sector banks. The government has cited that investment as a reason it will not go back to E10. Rolling back the mandate now would strand assets and sour loans.
The industry, meanwhile, lobbies openly and in one direction. ISMA wants procurement raised to ₹70.65 for B-heavy and ₹76.33 for cane juice, plus a published roadmap for E22, E25, E27 and eventually E85 and E100. The government’s own agricultural pricing commission has recommended a revision. And when producers do not get their price, their leverage is not to charge more but to supply less: in 2024–25, oil companies contracted 1,163 crore litres and received 1,039 crore, a shortfall of eleven per cent.
The ratchet, in other words, has an engine — not a cartel at the pump, but a large, bank-financed, politically consequential industry whose survival requires the mandate to grow and the price to rise. It is slow, one-directional, and far more durable than any conspiracy.
Environment: the deep dive ~1,100 L water / L of E20

This is the half of the argument the government tells only partially, and the half critics tend to overstate. It is worth taking in five layers: what leaves the exhaust, what leaves the distillery, what leaves the ground, what leaves the plate, and what was given up to get here.
Layer 1 — The tailpipe: a mixed ledger
Ethanol is an oxygen-rich molecule. It burns more completely than petrol, which means less of the classic pollutants. ARAI measured meaningful reductions in carbon monoxide and unburnt hydrocarbons. That is real, and it matters in Delhi in December.
Combustion chemistry, however, does not hand out free lunches.

India mandated a fuel that raises carbonyl emissions and then declined to adopt standards to measure them. Down To Earth’s analysis flagged precisely this: the pollutant ethanol demonstrably increases is the one nobody is required to test for.
Layer 2 — The distillery: “Red category” is not a metaphor
Making ethanol is heavy industry. The Central Pollution Control Board classifies molasses distilleries in its Red category, the most polluting tier it has.
- Spent wash, or vinasse. A batch-process distillery produces 8–15 litres of high-COD effluent for every litre of alcohol. Continuous processes with integrated heat recovery bring that down to 3–5.5 litres. Untreated, it contaminates surface water and groundwater. Zero-liquid-discharge norms exist; enforcement varies.
- Heat. Fermentation is cheap. Distillation is not — it needs steam, and steam needs a boiler. Most Indian grain distilleries fire on coal. Better ones fire on bagasse, rice husk, biomass briquettes, or biogas recovered from the spent wash itself.
- Net effect. Grain ethanol cuts lifecycle emissions by 30–50% against petrol. A distillery burning coal sits at the bottom of that band, not the top. The headline claim of 952 lakh tonnes of CO₂ avoided assumes the good end of it.
E20 does not delete the emissions. It relocates a share of them — off the road in Delhi and onto a boiler stack in rural Uttar Pradesh or Maharashtra. Whether that is a good trade depends entirely on what the distillery burns, and nobody audits that at the pump.
Layer 3 — The water: the bill nobody prints
In 2024, citing a government study, the then Food Secretary Sanjeev Chopra put the water footprint of ethanol at figures that should have ended the conversation and did not.

India’s ethanol mix today is roughly 49% maize, 31% sugarcane, and 20% rice and other grain. Weighted, the average lands near 5,500 litres of water per litre of ethanol. E20 is one-fifth ethanol, which means:
- One litre of E20 carries roughly 1,100 litres of embedded water
- A 40-litre fill carries roughly 44,000 litres
The mix is also drifting the wrong way. The government allotted 52 lakh tonnes of FCI rice to ethanol in 2024–25 and is targeting 90 lakh tonnes in 2025–26, pushing more of the blend onto the thirstiest feedstock available.
There is a fair counter-argument: much of this is green water, rain that falls anyway, and sugarcane would be grown for sugar regardless. There is an equally fair rebuttal: a policy that makes water-hungry cropping more profitable in water-stressed districts is not neutral. That is the whole of the criticism, and it does not need exaggerating.
Layer 4 — The food: India’s own Economic Survey rang the bell
This layer has moved fastest, and it is no longer an activist talking point. The Economic Survey 2025-26, the government’s own flagship economic document, warned that ethanol is reshaping what Indian farmers plant.
- Maize went from 6.2% of ethanol feedstock in 2022-23 to roughly half by 2024-25. Maize demand for ethanol jumped from 0.8 million tonnes to 12.7 million tonnes in the same window.
- Between FY22 and FY25, maize acreage grew 6.68% a year while the administered price of maize ethanol rose at a compound rate of 11.7%, faster than any other feedstock. Farmers followed the money, as they were meant to.
- Over the same years, pulses fell in both output and acreage, and oilseeds grew a token 1.7%. The Survey described an emerging tension between self-reliance in energy and self-reliance in food, and used the phrase “early warning signals”.
- Poultry and cattle feed consume 60–70% of India’s maize. Maize went from around ₹14,000–15,000 a tonne to ₹24,000–25,000 in four years. Eggs got more expensive so that petrol could contain alcohol.
- The by-product DDGS is sold back as cheap protein feed at ₹16,000–19,000 a tonne, which crushed soybean de-oiled cake from ₹32,000 to ₹22,000 and pushed soybean below its MSP.
- Sugar exports collapsed from around 6.8 million tonnes a year to under a million. Sugarcane-to-ethanol conversion had to be banned outright in 2023-24 after drought tightened sugar supply.

Layer 5 — The opportunity cost nobody costs
Two final points, both awkward for the programme.
The first is that second-generation ethanol — made from crop residue, stubble, straw, bagasse — sidesteps the water problem, the food problem and the stubble-burning problem in one move. It is the answer almost everyone agrees on. India’s flagship 2G plant at Panipat exists and runs below design capacity because feedstock supply is unreliable. First-generation grain ethanol, with all its trade-offs, scaled to a fifth of the national fuel supply in a decade. Capital followed the guaranteed price, not the better technology.
The second is that E20 is a transitional fuel competing with a terminal one. The sharper version of this argument, made in Down To Earth’s analysis, is that by locking a decade of capital, policy attention and political capital into blended petrol for internal-combustion engines, India may be slowing the shift to genuine zero-emission transport — and would extract more value from ethanol as an industrial feedstock than as something to burn. That claim is debatable. It is not frivolous.
Phase separation, cold, and rust ~11 weeks
The parked car is where E20 actually bites
This is where the internet loses its mind, and where the truth is narrower and more useful.
E20 will not destroy your engine. ARAI’s 40,000 km trials found no engine failures. The government cited Maruti’s service data across roughly 2.5 crore vehicles in 2025–26, more than 1.5 crore of them over three years old and therefore not E20-certified, and found no ethanol-related damage. A car driven regularly turns its tank over faster than any of the chemistry below can matter.
But ethanol is hygroscopic. It pulls moisture out of the air; petrol does not. Push in enough water and the blend undergoes phase separation: the tank splits into layers, with a milky ethanol-and-water layer at the bottom and ethanol-depleted petrol on top.

Why cold makes it worse
Fuel’s capacity to hold water in solution falls as temperature falls. An E10 blend holds roughly 0.05% water at 60°F; at 20°F it holds meaningfully less. The colder it gets, the sooner separation begins — and separated water can freeze in the fuel lines. In Delhi this is an edge case. In Himachal, Kashmir, Uttarakhand, Ladakh and the North East, it is not.
How long is too long
In lab testing at 92% humidity, an E25 blend phase-separated after roughly eleven weeks. The fuel typically degrades before that: after about two months of storage, vapour pressure has already deteriorated. Tank manufacturers advise emptying the tank for storage of three months or more.
And the rubber
Separately, a reported and still-unpublished ARAI study found E20 may degrade rubber fuel-system components — hoses, gaskets, seals, O-rings — in vehicles designed for E10, and suggested those parts may need replacing. Carmakers say they have seen no ethanol-related damage in service. Owners disagree. In the June 2026 survey, 55% of pre-2023 vehicle owners reported increased wear, tear or repairs, nearly double the 29% recorded a month earlier.
Driven daily, E20 is not a meaningful risk. Parked for months, half-empty, somewhere cold or humid, it is.
Note what this evidence does not support: the theory that E20 will destroy India’s older cars and force everyone into new ones, mostly from foreign-owned manufacturers, so that the dependence removed from crude oil simply reappears in the auto sector. It is a coherent chain of reasoning whose first link does not hold. The evidence points to earlier replacement of rubber and fuel-system parts — a ₹2,000–8,000 repair, not an ₹8 lakh purchase. And a car built in India is 80–95% localised: the foreign exchange that actually leaves is royalties, dividends and imported components, not the sticker price. Crude oil, by contrast, leaves in full.
Warranty, insurance, and the choice you don’t have April 2023
The date that splits India’s petrol fleet in two
Everything turns on one line. Vehicles manufactured from April 2023, under BS6 Phase 2, are certified E20-ready. Vehicles made before it, largely, are not. Roughly 300 million fall on the wrong side.
Insurance
The Press Information Bureau has clarified that using E20 neither invalidates a motor insurance policy nor triggers automatic claim rejection, and insurers agree a claim cannot be repudiated merely because E20 was used. But ICICI Lombard has publicly cautioned that if damage to a non-E20-compatible vehicle is traced to prolonged E20 use, a surveyor could treat it as improper use or negligence, and claims can be contested on those grounds. Motor policies cover accidental damage; they typically exclude mechanical wear.
Warranty
Manufacturers say E20 does not void warranty on E20-certified vehicles. For non-certified vehicles, several have said the opposite: damage caused by fuel outside the owner’s manual specification may not be covered.
E20 is the standard fuel at almost every pump. E0 and E10 are largely unavailable. Compatibility, and therefore liability, is nevertheless treated as the owner’s responsibility. Drivers are told to use a fuel their manual does not approve, and told the consequences are theirs.
And there is no opting out
In September 2025, the Supreme Court dismissed a petition seeking that ethanol-free petrol remain available, holding that consumer preference cannot dictate national energy policy.
On 10 July 2026 the government closed the door explicitly. In the same FAQ that conceded E20 is costlier to produce, the Petroleum Ministry ruled out selling pure petrol or E10 alongside E20. Its reasoning: India runs over one lakh retail outlets, plus refineries, terminals, depots and pipelines, and maintaining multiple grades of base petrol across that network would mean an enormous logistical burden, higher handling costs and messier inventory. It added that public sector banks have financed nearly ₹1 lakh crore a year of investment in ethanol production and blending infrastructure.
The first reason is a real engineering constraint. The second is a balance sheet.
Premium petrol, pricier but believed by some owners to be gentler, has seen demand double at Delhi pumps. Arvind Kejriwal has written to 29 automakers seeking assurances on E20’s impact and asking about compensation for customers. The argument is not going away.
The escape hatch, and its price tag ₹160 – ₹167 / L
Ethanol-free petrol exists. It costs ₹160 a litre.
There is a way to buy petrol with no ethanol in India. IndianOil calls it XP100. HPCL calls it Power100, BPCL Speed100. It is 100-octane, it is E0, and it costs around ₹160–167 a litre — roughly 60% more than the ₹102.12 charged for E20.
Owners of older cars have noticed; premium petrol demand has doubled at Delhi pumps since the rollout. Which makes the question live: is ₹160 what ethanol-free petrol actually costs?
It is not, and unpicking why is one of the more revealing things in this story.
First, a correction to the premise
XP100 is not regular petrol minus the ethanol. It is a different, higher-specification product: 100 RON against the 91–95 RON of ordinary petrol, made at IndianOil’s Mathura refinery on a dedicated process. Higher octane needs extra refining — reforming, alkylation, isomerisation — and that costs real money. Call it ₹8–15 a litre of genuine additional cost.
So the honest comparison is not XP100 against E20. It is: what would ordinary, ethanol-free, 91-octane petrol cost if it were still sold?
Work it back from the same cost stack. The petrol component of the blend costs an oil company roughly ₹56 a litre; the ethanol costs ₹74 delivered. Remove the ethanol and the product gets cheaper by about ₹3.60. Run that through dealer commission, excise and Delhi VAT and the answer is:

Ethanol-free regular petrol should cost about ₹98 a litre. Not ₹160. Ethanol-free is not the expensive part: ethanol is adding roughly ₹4 to the litre, not saving ₹58.
So where does the other ₹50 come from?
Four places, and only the first is straightforward.
- Real refining cost, ₹8–15. 100-octane fuel is harder to make.
- Tiny volume. Premium petrol of all grades is only 2–4% of daily petrol sales, and XP100 is a sliver of that. Separate tanks, separate tankers, separate nozzles, low throughput. The per-litre logistics cost is brutal.
- Luxury positioning. XP100 was launched for supercars and superbikes. That buyer does not check the price board, so the price is set by what the market will bear rather than what it costs.
- And this is the one that matters: it is where the crude shock got dumped.
When crude blew past $120, oil companies froze regular petrol at ₹94.72 and diesel at ₹87.62. Mainstream pump prices could not move.
So the increase went everywhere else. On 1 April 2026, XP100 jumped from ₹149 to ₹160 in a single revision. XP95 and mid-tier premium grades had already been raised by up to ₹2.35 in mid-March. Bulk diesel for industry went from ₹87.67 to ₹109.59. Aviation turbine fuel more than doubled, crossing ₹2 lakh a kilolitre.
Every one of those buyers is politically quiet. The commuter is not.
XP100’s ₹160, then, is not a measure of what ethanol-free petrol costs. It is a measure of how much a deregulated, low-volume, politically invisible fuel can be charged when the regulated one has to stay still.
The owner of a 2014 hatchback who would rather not run ethanol through its fuel lines has two options: pay ₹58 a litre extra, or accept the mileage loss and the perished seals. That is not a choice. It is a choice priced out of existence.

What does Indian petrol cost in the countries India sells it to?
India is the world’s second-largest exporter of refined petroleum products. It imports crude, refines it at Jamnagar and Vadinar and Mathura, and ships petrol, diesel and jet fuel to Europe, Singapore, the Gulf, America and Africa. Refined petroleum exports have crossed $90 billion a year.
Which raises an obvious question: if India is selling the stuff abroad, why is it ₹102 at home?

The chart does not say what it looks like it says
The instinct is to read it as a scandal: the Netherlands at ₹267, India at ₹102, so either they are paying through the nose for Indian fuel or Indians are subsidising them. Neither is true.
The pre-tax price of petrol is almost identical everywhere on earth. Every country buys from the same international product market at roughly ₹56 a litre. What differs, almost entirely, is tax.
- A Dutch driver pays ₹267 because roughly ₹190 of it is Dutch tax.
- An Emirati pays ₹65 because the UAE is an oil producer that taxes fuel at close to nothing.
- An Indian pays ₹102.12 because India charges ₹28.50 in excise and VAT — 28% of the pump price. High by Gulf standards, low by European ones.
So the honest comparison is not India against the Netherlands. It is this:

And on top of that, an older car gives up 3–10% of its mileage — a bill nobody prints.
In March 2026, alongside the excise cut, India imposed an export tax on petrol and diesel, explicitly to stop refiners diverting supply to foreign markets where prices were higher.
The government had to tax exports in order to keep fuel at home. That is an admission that the domestic pump price was being held below what the world was willing to pay — which is also why oil companies were bleeding ₹48.80 a litre and needed a duty cut to survive.
Whatever else is wrong with Indian fuel pricing, “we sell it cheap abroad and gouge Indians” is not it.
The uncomfortable comparison in that chart is not Europe. It is the Gulf. India exports refined product to the UAE, where a litre of petrol costs ₹65. That gap is not a refining conspiracy. It is the difference between a country that pumps its own oil and taxes fuel at nearly zero, and a country that imports 85–90% of its crude and funds a large share of its budget from what comes out of the pump.
Which puts the argument back where it belongs. Indian petrol is not expensive because of exports, and it is not expensive because of ethanol. It is expensive because of ₹28.50 in tax. Ethanol adds about ₹4 more, and quietly takes another ₹5–11 out of the tank through lost mileage.
The neighbours India actually fuels Bhutan: ₹97.34
Bhutan buys the same Indian petrol. It pays less. And it asked for it without the ethanol.
Europe and Singapore are trading flows. The relationships that matter are next door. Indian Oil is Nepal’s sole fuel supplier. Indian oil companies supply Bhutan. Lanka IOC, an Indian Oil subsidiary, runs fuel stations across Sri Lanka. Bangladesh takes Indian diesel through the Numaligarh–Parbatipur friendship pipeline.
Same refineries. Same molecules. Here is what a litre costs on each side of the border.

Fact one: Bhutan pays less for the same fuel
Bhutan’s petrol comes from Indian refineries, through Indian oil companies. The Ngultrum is pegged one-to-one with the rupee, so the comparison needs no conversion.
Bhutan: ₹97.34. Delhi: ₹102.12.
A Bhutanese driver pays about ₹5 less for a litre that started life in the same refinery — because Bhutan does not stack ₹28.50 of Indian excise and VAT on top of it. There is nothing sinister in that. It is simply the tax, made visible by a neighbour who does not levy it.
Fact two: and Bhutan’s litre has no ethanol in it
On 3 July 2026, The Bhutanese reported that Bhutan had declined E20 from Indian oil companies. Its stated reasons will sound familiar to anyone who has read this far:
- Ethanol is hygroscopic, and Bhutan’s ageing underground storage tanks — in Himalayan terrain, prone to seepage — cannot keep water out.
- Water in the tank means phase separation before the fuel even reaches a customer.
- E20 underperforms in the hills, where engines need more power, not less energy per litre.
- Tashi BOD, Bhutan’s largest fuel distributor, separately confirmed its stations are not equipped to handle ethanol blends.
India’s Ministry of Petroleum and Natural Gas issued a fact-check calling the report incorrect: no oil company had made such an offer, and no proposal to export E20 to Bhutan existed.
The editor then published a written response from Bhutan’s own Department of Trade. It opens by stating that Bhutan is not importing E20 petrol from India. It sets out the storage and hygroscopy concerns. And it records that Indian oil companies were asked, in technical meetings, to keep supplying conventional petrol — for as long as such fuel remains available in the Indian market.
India’s denial rests on the fact that the document never uses the words “formal offer” or “proposal.”
Ethanol-free petrol is not available in the Indian market — not to Indians. The Supreme Court closed that door in September 2025 and the Petroleum Ministry closed it again in July 2026. The only E0 an Indian can buy is XP100, at ₹160 a litre, at a handful of pumps, in a grade built for supercars.
Conventional, unblended motor spirit nevertheless appears to be crossing the border to a neighbour that asked for it — on the strength of exactly the technical objections Indian owners have been told are misinformation.
Whichever version of the Bhutan story is true, one thing is not in dispute. Bhutan’s government put ethanol’s hygroscopic risk, tank seepage and hill performance in writing, while India’s ministry has spent a year telling Indian drivers those same concerns are scaremongering. Both positions cannot be right.
Fact three: so what does India actually charge them?
This is the question everyone asks and almost nobody answers. Nepal’s system, at least, is public and mechanical, and it shows exactly what an Indian refinery bills a foreign buyer.
Indian Oil issues Nepal Oil Corporation a fortnightly invoice, on the 1st and 16th. It is built from four things: the Singapore MOPS benchmark, which is the Asian market price for refined product; IOC’s refining and pipeline cost; freight to Nepal’s border depots; and a currency adjustment.
No Indian excise. No Indian VAT. No ethanol premium. Just the molecule, at world price, delivered to the border.
There is a hard number for it. NOC’s own spokesman, explaining why Nepali fuel had become so expensive, gave the market rates for 16 April 2026, at the height of the crude spike. Crude was $99.60 a barrel. Refined petrol was trading at $139.30, and diesel at a startling $228.10. That petrol figure works out to about ₹83 a litre.
Today, with Brent back at $76, the same benchmark puts the border price at roughly ₹56–60 a litre — which is precisely what an Indian refinery charges an Indian oil company for the same product.
The same litre, three borders

Nobody gets a discount. Nobody gets gouged. India sells the identical litre to Delhi, Thimphu and Kathmandu at roughly the same ₹56–60. Every difference visible at the pump is the buyer’s own government.
Nepal stacks on customs duty, an infrastructure development tax, road tax, a pollution charge and 13% VAT, and it is landlocked, so the fuel must be hauled up from border depots. Bhutan stacks on almost nothing. India stacks on ₹28.50.
Even after all that, Nepal Oil Corporation is losing NRs 7.81 billion a fortnight and owes Indian Oil roughly NRs 18 billion. On diesel it is losing close to NRs 100 on every litre it sells. Nepal’s price is high because Nepal’s geography, taxes and monopoly are expensive, not because the litre started out costlier.
NOC’s spokesman also made a point that deserves to be lifted straight into the Indian debate: stop comparing pump prices to crude oil, and compare them to refined product prices instead. In April 2026 crude was $99.60 a barrel while diesel was $228.10. The refining margin had blown out worldwide. That is not an Indian conspiracy and it is not ethanol. It is the global crack spread, and it is the single biggest thing moving the pump price that nobody in the E20 argument ever mentions.
And the comparison that stings most
Brazil subsidises its high-ethanol fuels, precisely to compensate drivers for the lower energy content and the mileage they lose.
India sells E20 at roughly the same price as regular petrol.
Brazil pays you back for the energy you do not get. India charges full price for it, and then says the loss is not real.
Twelve years, from pilot to mandate

Five per cent blending is introduced in parts of the country, then stalls for the better part of a decade.
The National Policy on Biofuels widens the feedstock list beyond sugarcane, to surplus FCI rice, broken grain and maize. Everything downstream flows from this decision.

Drought forces a temporary ban on sugarcane-to-ethanol conversion. Maize and rice step in, and the programme’s centre of gravity shifts permanently to grain.

The case for E20, at its strongest
On 10 July 2026, after a year of mounting complaints and a survey in which two-thirds of pre-2023 owners reported losing more than 10% of their mileage, the Ministry of Petroleum and Natural Gas published a detailed FAQ. It is the government’s fullest statement on E20, and parts of it are strong.
What the ministry concedes
- E20 is costlier to produce than pure petrol at around $70 crude. The ministry says so outright.
- Maize ethanol is bought at ₹71.86 a litre, before GST, transport, storage and depot handling — and it is bought at that price deliberately, so that farmers are fairly compensated.
- The economics only reverse at $120–130 a barrel.
- E20 can cut fuel economy by 3–5% in some vehicles.
That is an unusually candid admission, and it is the foundation of everything in this article.
What the ministry claims in return
- Foreign exchange: over ₹1.97 lakh crore saved, and roughly 316 lakh tonnes of crude imports displaced.
- Farm income: more than ₹1.66 lakh crore transferred directly to farmers and the rural economy. Sugar mills alone have earned over ₹1.29 lakh crore in ethanol revenue, which improved the thing cane farmers care about most: getting paid on time.
- Emissions: around 952 lakh tonnes of CO₂ avoided, and lifecycle carbon roughly 40% lower than conventional petrol.
- Price stability: between June 2022 and June 2026, petrol in Delhi rose 5.58%, against 39.77% in Pakistan, 36.66% in Sri Lanka, 20.35% in Nepal and 42.69% in Bangladesh.
- Not rushed: pilots in 2001, 5% blending from 2006, acceleration under the 2018 biofuels policy, 10% in 2022, 20% in 2025-26. Two and a half decades, not two years.
And the ministry’s framing: the wrong question is why E20 isn’t cheaper. The right one is how India shielded consumers from the full force of a crude shock. Blending was never sold as a discount. It was sold as insurance.
The government’s single strongest argument
Maruti alone serviced roughly 2.5 crore vehicles in 2025–26, including about 1.5 crore older models never certified as E20-compatible.
If E20 were really destroying rubber components and fuel lines at the rate the internet claims, it would by now have produced widespread component failures, lakhs of warranty claims and a visible surge in complaints. It has not. Toyota’s Vikram Gulati has said publicly that E20 was introduced only after rigorous testing on older vehicles.
This is not a dodge. It is an empirical claim, and a good one. Fifteen million uncertified cars running for over a year without a warranty-claim wave is real evidence, and anyone arguing that E20 is wrecking India’s fleet has to account for it.
Where the FAQ goes quiet
A document like this is judged as much by what it does not answer. The ministry dealt with the misinformation — the viral ant videos, the 30% mileage rumour, the “experiment” quote. On the substantive complaints it says almost nothing.
- Sixty-six per cent of pre-2023 owners report losing more than 10% mileage. The ministry concedes 3–5% and does not engage with the gap.
- Fifty-five per cent report increased wear, tear and repairs, nearly double the previous month. Not addressed.
- The reported, still-unpublished ARAI finding on rubber and seal degradation in E10-designed vehicles. Not addressed.
- The acetaldehyde E20 demonstrably raises and India does not measure. Not addressed.
- The water, the spent wash, and the government’s own Economic Survey warning on maize and pulses. Not addressed.
- The FCI rice sold at ₹23 that cost ₹41 to hold. Not addressed.
And on choice, the FAQ shuts the door: no pure petrol, no E10, because one lakh outlets cannot carry multiple base grades and because ₹1 lakh crore a year of public bank money is already committed.
The logistics argument is legitimate. The banking argument is an admission.
Conclusion The ledger, closed
A good idea, run on the wrong feedstock, paid for by the wrong people
Strip away the noise — the ant videos, the 30% mileage rumour, the theories about foreign carmakers — and what remains is not a scandal. It is a policy with real benefits, real costs, and a distribution problem it will not acknowledge.
Three things are true at the same time, and the argument only makes sense if all three are held at once.
1. The energy-security case is real
India imports 85–90% of its crude. In April 2026 that dependence nearly broke the fuel market: crude doubled in four months, oil companies bled ₹48.80 a litre, and the government had to zero out diesel excise to keep the system standing. Having a fifth of every litre come from domestic ethanol is not a gimmick in that scenario. It is a buffer. Neighbours who lacked one watched petrol rise by 20 to 43% while Delhi rose 5.58%. Arguing against E20 means arguing against that too, and it is a hard thing to argue against.
2. But the premium never falls
Ethanol costs ₹71.86 a litre while crude costs ₹45.60. The government concedes E20 only becomes economic above roughly $120 a barrel, a level crude has touched once in a decade. Ethanol’s procurement price has been raised or held flat every year since the scheme began, and cut exactly zero times. Add the mileage loss and the effective pump price for an older car is nearer ₹113 than ₹102. Add rice sold at ₹23 that cost ₹41 to hold, and the true fiscal cost climbs further.
Insurance is a legitimate thing to buy. But the buyer is entitled to know the premium, and the premium is not printed anywhere.
3. And the environmental case is weaker than advertised
E20 is cleaner at the tailpipe for the pollutants India measures, and dirtier for the ones it does not. Its lifecycle carbon advantage depends on whether a distillery in Bijnor is burning bagasse or coal. It consumes around 1,100 litres of water per litre of fuel in a country whose aquifers are already classified over-exploited. It generates 8–15 litres of Red-category effluent per litre of alcohol. And it has begun to bend Indian agriculture: maize up 69%, pulses shrinking, soybean below MSP, sugar exports collapsed — with the government’s own Economic Survey reaching for the phrase “early warning signals”.
This is not the trade-off that was sold. What was sold was clean, homegrown and cheaper. One of those is true, one is contested, and one is false.
E20 is an insurance policy against oil shocks, paid as a premium on every litre; the premium has never once gone down, the policy pays out about once every five years, and the people who set the premium are the people who collect it.
What would actually fix it
None of this argues for scrapping the programme. It argues for five things that critics and industry could probably both live with.
- Move the feedstock. Get rice out of the fuel tank. It is the worst option on water, on food security and on fiscal cost, and it exists only because FCI’s godowns are overflowing. Then fund second-generation ethanol from crop residue properly, which solves water, food and stubble-burning at once.
- Regulate what ethanol emits. India mandated a fuel that raises acetaldehyde and then declined to measure it. Brazil measures it.
- Make the ratchet two-way. If ethanol’s price can rise when cane FRP rises, it can fall when feedstock costs fall. A formula that moves in only one direction is not a formula. It is a subsidy with a spreadsheet attached.
- Own the older fleet. Three hundred million vehicles were sold to Indians under one fuel specification and are now being run on another. Publish model-wise compatibility. Subsidise fuel-line and seal replacement. Settle the warranty and insurance question in writing rather than leaving owners to argue it with a surveyor. This is the cheapest item on the list and the one that would end most of the anger.
- Sell a plain E0 grade, and answer the logistics objection honestly. The ministry has ruled this out on two grounds: one lakh outlets cannot carry multiple base grades, and ₹1 lakh crore a year of bank money is committed. The first is a fair point. The second is a debt, not a reason. And the objection proves too much, because XP100 already exists as a separately stored, separately trucked, ethanol-free grade — a parallel E0 stream is not impossible, only inconvenient. It costs ₹160 because it is a luxury product, not because E0 is expensive; plain ethanol-free petrol would cost around ₹98.
The last word
The benefits of E20 — foreign exchange, farm income, energy security — accrue to the country. The costs — the blending premium, the lost mileage, the perished fuel line on a nine-year-old hatchback, the dearer chicken feed — accrue to whoever happens to own an older petrol car, or a poultry farm, or a borewell. Both ledgers are real. They simply do not belong to the same person.
That is what people are angry about, and they are right to be. Not that India chose to buy insurance, but that it never told them who was paying, or how much.
You can believe the policy is broadly right and still think the arithmetic deserves to be printed on the pump.
If you own a petrol vehicle bought before April 2023
- Check compatibility first. The owner’s manual, the sticker inside the fuel lid, or your VIN at the dealership. April 2023, under BS6 Phase 2, is the dividing line. Honda is a notable exception: it says its petrol cars from January 2009 are material-compatible.
- Park it full. Less air in the tank means less moisture, which means no phase separation. It is free, and it is the single most effective thing you can do.
- Storing it three months or more? Drain the tank, or use a fuel stabiliser. Do not leave a half-empty tank through a cold, damp winter.
- At every service, ask specifically for the fuel lines, hoses, seals, gaskets and fuel filter to be inspected, and replaced with ethanol-resistant parts if advised. This is the ₹2,000–8,000 that prevents the argument later.
- Rough start after a long layoff? Do not crank through it. Drain the tank and change the filter.
- Track your own mileage. Full tank to full tank, three times, written down. Your car’s real number is worth more than every survey and lab test in this article — and if you ever have to make a case, it is the only evidence that belongs to you.
How the numbers were worked out
Crude in ₹ per litre = Brent price × USD-INR ÷ 159 litres per barrel. As of 12 July 2026, Brent is around $76 and the rupee around ₹95.40 to the dollar. The ₹24.00 slab covering refining, blending, freight and OMC margin is derived by working backwards from the Delhi retail price using the published excise rate of ₹11.90 and Delhi VAT of 19.4%. The weighted ethanol water footprint assumes a feedstock mix of roughly 49% maize, 31% sugarcane and 20% rice and other grain. Where figures are contested, both sides are given. Estimates are flagged as estimates.
